R.A. Malatest & Associates Ltd. is one of Canada's leading firms in the area of labour market program review and evaluation.  During the past ten years, our firm has completed more than 100 research projects that targeted labour market, education and training or income support programs and issues.  In completing these projects our firm has conducted surveys with more than 75,000 Income Assistance/Employment Insurance clients.

R.A. Malatest & Associates Ltd. has considerable experience with both client tracking studies and the review and evaluation of national, provincial and sub-provincial labour market programs and services.  Examples of such projects include:

  • Summative Evaluation of the Canada-Alberta LMDA (2003)
    Evaluation of the Canada-Alberta Labour Market Development Agreement, including evaluation of the impact of 6 training and job-readiness programs.
  • Work Outcome Reporting Project (WORP) (2000-2003)
    This major survey project was commenced on behalf of Alberta Human Resources and Employment and is designed to provide monthly data regarding client satisfaction with education and training services, current status and identification of the impact that participation in programs or services had on their employability.  Being one of the largest outcome studies in Canada this project is expected to include surveys of more than 70,000 clients from a variety of training and income support programs.
  • Income Assistance Client Follow-up Study (2002-2003)
    R.A. Malatest & Associates Ltd. completed follow-up surveys with former income assistance clients six months after service completion for the BC Ministry of Human Resources.  The firm completed 4,382 surveys in total.
  • Social Assistance Client Surveys
    The team is contracted to complete outcome surveys with current and former social assistance clients in BC, Alberta and Saskatchewan.
  • Evaluation of the Re-Design of the Saskatchewan Social Assistance Program (2002-2004)
    R.A. Malatest & Associates Ltd. has been contracted by Saskatchewan Social Services to complete a longitudinal 2-year study of the impact of the re-design of the province's social assistance program.  Key source delivery initiatives to be examined include establishment of a call centre, introduction of diversion programs (Jobs First, First Step) and implementation of transition planning activities.  Evaluation activities include extensive surveys of clients, former clients and staff as well as an analysis of administrative records.
  • Evaluation of the Pacific Fisheries Adjustment and Restructuring (PFAR) Program (2000-2001)
    This major summative evaluation was designed to identify the net incremental impacts of Human Resources Development Canada's assistance program in terms of assisting displaced fishers to obtain education or training to facilitate their transition to employment outside of the fishing sector.  This project included completion of more than 1,500 surveys as well as case studies for five BC communities behalf of HRDC.
  • Worker Transition Study (2000)
    This major study funded by HRDC was designed to provide information about retirement perception, planning and activities, for the population aged 40-54 years.  This major telephone survey (1,000 completions) also examined public policy options associated with retirement and volunteering issues.
  • Human Resources Development Canada
    Three studies were conducted in 2000 on behalf of HRDC to evaluate the client's impressions of key HRDC services and to locate ways to improve their performance. These three studies were:
     
    • Coquitlam Case Management Study
      The Consultant completed a major study of client satisfaction with programs and services (particularly case management services) on behalf of the Coquitlam HRC.  The second phase of this study entailed the collection of qualitative information through a series of focus groups with current and former clients.
       
    • CPP Denial Client Surveys (2000)
      The Consultant was contracted by HRDC to conduct a survey with individuals who had been denied CPP benefits to ascertain whether such clients had accessed labour market programs or services that had been offered as part of the information provided to clients who had been denied a CPP disability pension.
       
    • Edmonton Place Income Security Program (ISP) Client Survey (2000)
      HRDC (Alberta) commissioned R.A. Malatest & Associates Ltd. to complete a major telephone survey of clients to ascertain reasons for high levels of walk-in (as opposed to appointment) traffic and suggest actions or policies HRDC could implement to reduce walk-in traffic.
  • On Track: Private Training Outcomes Survey (2001-2002, 1996-2000)
    This study, on behalf of Human Resources Development Canada (HRDC) and the BC Ministry of Advanced Education, Training and Technology (MAETT), and managed by the Centre for Education Information Standards and Services (CEISS), entailed measuring outcomes of students who graduated from select BC private training institutions.  Respondents of this project completed one of 20 general occupational program areas offered at over 400 eligible BC private training institutions included in the study.  The report provided information to all parties regarding training outcomes and labour market requirements.
